Paying for a mobility scooter

Who pays for a mobility scooter in Britain — and who does not.

The honest answer first: mobility scooters are not generally available on the NHS, and a personal wheelchair budget cannot be spent on one. What is left is the Motability Scheme, a charity grant, or buying privately — plus VAT relief if you qualify and sign the declaration. Here is what each one actually means.

Three sentences before you read on

The NHS: not a route

The NHS says mobility scooters are not generally available on the NHS. A personal wheelchair budget — a legal right in England since 2 December 2019 — cannot be spent on a scooter, and outdoor-only powered chairs and scooters are not provided.

Motability: the funded route

You exchange a qualifying mobility allowance for a lease. It covers insurance for up to three drivers, servicing, routine repairs and breakdown cover. It runs through accredited suppliers, and we are not one.

Private purchase: the normal case

You ask for a quote and pay before we prepare the machine. You own it outright, you choose freely, and nothing waits on an award or an approval.

The NHS: what it does and does not provide

The NHS is plain about it: mobility scooters are not generally available on the NHS. NHS wheelchair services provide wheelchairs, including powered indoor and indoor/outdoor chairs where the assessment supports it, but not scooters. A personal wheelchair budget, which has been a legal right in England since 2 December 2019 for people whose posture and mobility needs affect their wider health and social care needs, cannot be spent on a mobility scooter either.

Local authority adult social care equipment and Disabled Facilities Grants do not fund scooters. Treat that as a closed door rather than a long shot.

The Motability Scheme: how it actually works

The Motability Scheme lets you exchange a qualifying mobility allowance for a lease on a car, a wheelchair accessible vehicle, a scooter or a powered wheelchair. One lease at a time. The lease includes insurance for up to three named drivers, servicing, routine repairs and breakdown cover.

And the part a lot of sites leave out: Motability is a supplier accreditation. Only accredited dealers can put a machine on the Scheme, and For Motion is not an accredited Motability supplier. We cannot supply through Motability today, and we would rather tell you that here than let you find out after a phone call. If the Scheme is your route, go to an accredited supplier; the Scheme's scooters are class 2 and class 3 machines.

Charity grants

Where statutory funding is closed and the price is out of reach, charity grants are the real third route:

  • The Mobility Trust provides powered wheelchairs and scooters for people who cannot obtain them through statutory sources and cannot afford them themselves. If you cannot walk at all, apply to NHS wheelchair services first.
  • The Motability Foundation gives means-tested individual grants, including towards equipment and adaptations.
  • Turn2us runs the standard grants search, which finds smaller local and condition-specific funds you would never otherwise hear of.

A grant application almost always needs a written quote from the supplier. Ask us for one and say it is for a grant application — we will set it out the way the funders want it.

Buying privately: the normal case, and what applies

  • The price. Your quote states the full price of the machine and what it includes. You pay in full before we prepare it, using the payment methods offered at checkout, or on invoice where we agree that beforehand. We do not offer instalments, credit or leasing in the United Kingdom.
  • 14 days to cancel. Buying at a distance you may cancel within 14 days without giving a reason under the Consumer Contracts Regulations 2013, counted from the day you take physical possession. We refund within 14 days of receiving the goods back or of your evidence of dispatch, by the same means you paid, including the outbound delivery cost up to the cheapest common option we offered.
  • If something is wrong. The Consumer Rights Act 2015 gives you goods of satisfactory quality, fit for purpose and as described, a 30-day short-term right to reject, and repair or replacement after that. Within six months the seller must prove the item was not faulty at sale. A manufacturer guarantee, where one is given, is separate and additional.
  • Running costs. A class 3 machine has to be registered with the DVLA but attracts no vehicle tax. Insurance is not compulsory for a class 2 or class 3 machine, but every UK seller offers it and we recommend it. We do not quote a premium, because the figures circulating online come from comparison sites rather than insurer rate cards.

VAT relief: three conditions, all of them

VAT zero rating is real, and it is not automatic. Three things must all be true:

  1. You are chronically sick or disabled — a person with a physical or mental impairment which has a long-term and substantial adverse effect on your ability to carry out everyday activities. Being elderly without a chronic condition is not enough.
  2. The product qualifies. HMRC treats classes 1 and 2 as qualifying because they are not intended or adapted for road use. A class 3 machine does not qualify by default: HMRC says class 3 scooters are normally intended or adapted for road use, but that a class 3 scooter designed solely for use by disabled persons can be zero-rated, judged on the designer's original intention and the evidence for it.
  3. You sign a customer eligibility declaration. It is mandatory on every zero-rated sale, and we will send you the form with the quote.

The 5 per cent reduced rate does not apply to scooters at all — it covers grab rails, ramps, stair lifts, bath lifts, built-in shower seats and walk-in baths installed in the home for people over 60. So there are two outcomes only: zero rating with a signed declaration, or the standard rate. We tell you which applies to your machine in the quote, and we never present a zero-rated figure as the price everybody pays.

Four ways to pay for a mobility scooter

Not every one suits everybody — but one of them almost always fits.

The Motability Scheme

Exchange a qualifying mobility allowance for a lease that includes insurance, servicing and breakdown cover. Through an accredited supplier — we are not one.

Buying privately

Ask for a quote and pay before we prepare the machine. You own it, you choose freely, and nothing waits on an award.

A charity grant

The Mobility Trust, the Motability Foundation and the funds Turn2us lists. Nearly all of them want a written quote from the supplier — ask us for one.

VAT relief

Not a funding route but a real saving where you qualify, the product qualifies and you sign the declaration. We send the form with the quote.
